build: 切换包管理器至 pnpm 并新增西安参考底图工具与资源

- 移除 npm 锁文件 package-lock.json 与本地 node_modules 目录
- 配置 pnpm 工作区，允许 esbuild 的安装期构建脚本
- 添加 scripts/fetch-reference-maps.py 用于抓取拼接高德地图瓦片生成参考底图
- 生成两张西安参考底图并保存至 public/assets/maps/ 目录
- 更新 CHANGELOG.md 记录版本变更历史
